QUALITY & COMPLIANCE

Quality control and product-specific testing coordination.

Novelty coordinates product specifications, inspection checkpoints and testing requirements for the actual product, intended user and destination. Test reports, facility certifications and authorizations are checked for the specific product or facility, scope and validity; testing or audit coordination does not establish blanket certification.

01 / QUALITY COMMITMENT

Agree the reference before production.

Quality starts with an agreed product specification. We align materials, dimensions, color references, finish, construction, packaging and labeling with the approved sample. The purchase order and inspection plan should identify the revision, tolerances, intended users, destination markets and conditions for shipment release.

Novelty does not apply one fixed sampling percentage to every order. The buyer and our team agree sample sizes, selection methods, defect classifications and acceptance criteria for the product and lot. Records should identify the SKU, material batch, inspected quantity, findings, photographs and disposition. Unapproved substitutions or unresolved safety concerns require review before release.

02 / FIVE-STEP INSPECTION

Checks from receipt to shipment.

For each checkpoint, the order-specific plan states the sample quantity and its denominator. Record the inspection ratio as sampled units divided by the relevant lot, production interval or carton count, multiplied by 100. Any full inspection, destructive test or repeat check must be specified separately. AQL is an acceptance-quality parameter, not a sampling percentage.

01

Incoming materials

Check: supplier and batch identity, material description, dimensions, color, coating, surface damage, contamination and available declarations against the approved bill of materials. Keep suspect material identifiable and separate pending disposition.

Sampling ratio: agreed per incoming material lot; record pieces checked / pieces received for each material and finish. Document-review coverage and any chemical-test samples are specified separately rather than implied by the physical sample.

02

First article

Check: assembled dimensions, component fit, construction, color match, print, finish, function and packaging against the approved reference. Age-related hazards, including sharp edges and detachable small parts, belong in the product-specific checklist.

Sampling ratio: agree the first-article quantity for each SKU, colorway, tool or material change. Record articles checked / first-article batch quantity, with the approval owner and date. Define the approval gate before bulk production proceeds.

03

In-process inspection

Check: assembly consistency, bonding or stitching, dimensions, finish, component count and use of the correct materials. Compare results across the production intervals identified in the plan, not only convenient samples from one operator.

Sampling ratio: agree units per line, shift or production interval and record checked units / interval output. A deviation requires defined containment, corrective action and a documented decision on expanded checking or reinspection.

04

Final inspection

Check: appearance, measurements, function, assortment, label text, barcode readability, retail packing and carton condition against the approved specification.

Sampling ratio: derive the sample count from the agreed finished-lot plan and record inspected units / lot quantity. Where ISO 2859-1 or ANSI/ASQ Z1.4 is specified, agree the inspection level, AQLs and acceptance/rejection numbers. Record critical-defect rules separately; passing a sample does not certify every unit.

05

Shipment verification

Check: SKU mix, quantities, carton marks, packing list, shipping instructions, packaging condition and closure of outstanding inspection findings.

Sampling ratio: agree opened cartons / total shipment cartons, with coverage across SKUs and packing groups. State document and label verification coverage separately. Reconcile discrepancies before shipment authorization; retain the final packing record and the buyer’s agreed release conditions with the order.

03 / COMPLIANCE CAPABILITY

Match the test scope to the market.

Request the report, certificate or authorization relevant to your SKU, facility, destination and intended use. Confirm the issuer, identified samples or facility, test or audit scope, issue date and validity. Laboratory names, regulatory references and audit support do not by themselves establish product certification, an existing factory certificate or approval for licensed merchandise.

A product name alone does not determine compliance. Age grading, intended use, components, coatings and destination determine the test matrix. We can coordinate samples and technical inputs; laboratory reports apply to the identified samples and test scope, not automatically to every product or future batch.

CPSIA / United States

Children’s products may require applicable lead, phthalate and other safety testing, with toy requirements including ASTM F963 where relevant. We can prepare component lists, age-grading information and traceable samples for a CPSC-accepted laboratory whose scope covers the required tests. The US manufacturer or importer prepares the required Children’s Product Certificate using the supporting evidence.

EN 71 / EU and UK toys

Applicable EN 71 parts address toy hazards such as mechanical and physical properties, flammability and migration of certain elements. We can submit representative finished products, accessible materials, instructions and packaging. The laboratory should confirm the applicable parts and editions. Great Britain and Northern Ireland requirements are checked separately, including the chosen conformity-marking route.

REACH / EU and EEA

REACH restrictions and Candidate List obligations require a material-specific review. We can organise supplier declarations and targeted testing of relevant materials, coatings and colorways, for example for restricted metals or plasticisers. Reports should identify substances and limits assessed. Candidate List communication obligations are distinct from a restriction test; Great Britain requires a separate UK REACH review.

CE / Applicable EU product categories

CE marking applies only where relevant legislation requires it; it is not a general quality certificate. We can supply construction details, material information, samples and test reports for the technical file. The manufacturer remains responsible for the applicable conformity assessment, technical documentation and EU declaration of conformity. Ordinary jewelry does not need CE simply because it is sold in Europe.

Proposition 65 / California

California Proposition 65 concerns exposure to listed chemicals. We can coordinate targeted material or coating tests and provide sample traceability. Chemical content results alone do not determine whether a warning is required. The brand or importer should assess exposure, applicable exemptions and warning obligations with qualified advisers before approving product and online-sale warnings.

Australian orders

Australian buyers need a separate review of applicable mandatory standards and bans, including age- and product-specific toy requirements. We can ask the nominated laboratory to map the Australian scope alongside EU, UK or US tests. CE marking or an EN 71 report alone does not establish Australian compliance.

04 / THIRD-PARTY TESTING

Intertek, SGS or your nominated laboratory.

For orders requiring independent testing, Intertek or SGS may be nominated by the buyer, subject to the laboratory’s relevant accreditation and test scope. We can coordinate the quotation, sample quantity, submission form, product identification and dispatch schedule. Confirm test costs, lead time, report recipient and authorization before booking.

Submission records should connect each sample to its SKU, color, material and supplier batch. Review report identifiers and failures before accepting the result. Where a material, coating, supplier or construction changes, reassess whether the report remains applicable and agree any retesting. Laboratory selection does not imply endorsement or blanket product certification.

05 / FACTORY VISITS & AUDITS

Prepare the evidence and the follow-up.

Customer visits and third-party audits can be scoped before booking: location, production processes, subcontracted activities, quality systems and any social or environmental requirements. Agree access, confidentiality, required records and responsible contacts in advance. Available evidence can include approved samples, inspection records, work instructions, traceability examples and corrective-action records.

After an audit, agree the findings, action owners, deadlines and closure evidence. Follow-up may require revised instructions, photographs, records or a repeat visit. Share your audit checklist and required certifications early so availability and gaps can be confirmed; audit support is not a claim of an existing certification or guaranteed pass.
